LATVIAN VOICES in Christmas concert programme ‘SNIEGums’.

The Christmas programme “SNIEGums” by the a cappella group Latvian Voices is both a wintry play on words and the singers’ sincere intention to give the most beautiful musical performance to their listeners. In this programme, the human voice and the acoustics of a room without amplification devices meet – in the darkest concerts of the year, electricity is replaced by candles, and the light really shines through, as the heightened sense of hearing makes the music even more special. Latvian Voices’ six-part chord combinations will reveal both meditative Advent hymns and ritualistic winter solstice songs. There will also be new originals by the band members and, of course, the most heartfelt Christmas melodies, while it will most likely be snowing outside.

Our bartenders will be on hand to serve delicious drinks, while chef Andris Liberts from Branku Brančotava will take care of the hungry. ESEM 2023-2024 Is Live!

The European Social Enterprise Monitor (ESEM) is the first social enterprise monitor at the European level. The main aim of the project is to communicate, support and promote the needs and interests of enterprises in the social and solidarity economy across Europe and beyond. This 2023-2024 edition will survey 31 countries in 26 languages.

ESEM gathers participants’ insights on social entrepreneurship and makes them available for decision-makers, government officials, investors, researchers and impact practitioners. Having more knowledge and a better understanding of the sector means that funding, as well as EU and national policies, can become better adjusted and more responsive to the needs of (aspiring) social entrepreneurs. More effective social finance and social enterprise will accelerate reaching the United Nations Sustainable Development Goals by 2030.

Over 2,000 social entrepreneurs have shared their experiences in the last edition of the European Social Enterprise Monitor and their voices are already having an impact across Europe with governments, educators and policy makers.This is just the beginning.

In our rapidly changing world, we are increasingly aware of pressing global social and climate challenges, and the need for a more inclusive and sustainable economy. Growing social and legislative pressures are urging companies to firmly integrate sustainability into their business strategies and operations. The concept of social procurement - buying from social enterprises that put people and the planet first - has emerged as a powerful strategy for sustainability. It unites purpose and profit for a better tomorrow, allowing mainstream enterprises to source the goods and services they need, while adding impact, innovation and diversity into their supply chains

A new transnational initiative - Buy Social Europe B2B - has now been officially launched, during the 2023 Social Enterprise World Forum week in Amsterdam, The Netherlands. It will take the social procurement movement in Europe and globally to the next level in the years to come. With 23 partners from 17 countries so far, social procurement pioneers from across Europe and the world join forces. The initiative unites the longest-standing and most experienced experts in the field of social procurement globally together in one movement. The movement this way can build on decades of experience by its key partners, well-recognised and respected social enterprise international and national Buy Social networks and ecosystem actors. The set-up of the consortium and partners aim to offer a one stop shop for social procurement through a network of mainstream and social enterprise partners with an international, as well as local reach. 

The momentous unification of partners and radical collaboration will help to substantially increase awareness, capacity building and match making opportunities for both sides of the supply and demand spectrum of social and mainstream enterprises. The impact: more successful trade partnerships between mainstream and social enterprises, more long-term opportunities to increase innovation through partnerships, and positive progress in the transition towards a new economy in the next few years. 

Buy Social Europe B2B has so far received €0.5m funding from the European Union and the multinational software company SAP, long-time expert and business leader in the social procurement space. Buy Social Europe B2B Activities:
The funding received so far for the initiative and activities by its partners has already delivered valuable results that are important for the development of the social enterprise sector, increasing social procurement spend and presence of strong (inter)national and local Buy Social B2B markets, and there is more to come. Within the next year, Buy Social Europe B2B will aim to:

  • Map with all partners the ecosystem and landscape of social enterprise suppliers and mainstream enterprise buyers across 17 markets, including to aggregate the data across partners into a European level database and produce a market insights report on findings;
  • Generate greater visibility and understanding of social entrepreneurship and social procurement through campaigns, development and sharing of best practices and case studies of successful B2B trade partnerships;
  • Assess the needs and building capacity of social and mainstream enterprises and intermediary organizations to increase trade-readiness across the sector;
  • Enhance cooperation and value chain integration between social and mainstream enterprises through supplier identification, verification of social enterprises, further development and provision of matchmaking services, and organization of match-making events;
  • Build a strong business case to convince more local, national and European policy makers, funders and investors to make long-term strategic investments in the field of social procurement, to increase support to Buy Social Europe B2B partners and key intermediary organizations developing the market, therewith accelerating the transition towards a more socially inclusive and sustainable economy.

Advancing Social Procurement in the EU
In 2021, the European Commission launched its 'once in a decade' EU public policy, the European Commission Social Economy Action Plan (SEAP). The plan aims to enhance social investment, support social economy actors and social enterprises to start-up, scale-up, innovate and create jobs. Over 2.5 billion will be invested in the sector over the course of the next few years. Further, the UN General Assembly historically adopted a new UN resolution on the Social and Solidarity Economy earlier this year. 

These momentous policy frameworks are the result of years of collaborative work by governmental and social enterprise and social economy sector ecosystem actors on how to effectively transition to a more socially inclusive and sustainable economy and society, and accelerate progress towards reaching the UN Sustainable Development Goals (SDGs) by 2030.

In the transition towards this new economy, social procurement is perceived to be a crucial lever and key opportunity, if not the most important lever and opportunity of all. According to McKinsey, two-thirds of the average company’s environmental, social, and governance (ESG) footprint lies with suppliers. The overall value of the social procurement market was recently estimated to be a $500+ billion market opportunity for real impact, by BCG and Yunus Social Business. The European Social Enterprise Monitor highlights that more corporations buying social can transform the European social enterprise sector”. 

With social procurement providing a pivotal opportunity in the transition towards a new economy, momentum is in place to substantially boost funding and investment in the sector and create supportive policy frameworks and legislation to ensure social procurement is feasible and its presence will increase. 

Along these lines, in 2022, the European Commission launched a call for proposals, for existing key actors in the market. Aim of the call: to boost the further development of European and local Business 2 Business (B2B) social procurement markets and increase trade partnerships between mainstream and social enterprises. “Buy Social Europe B2B” was one of the key awarded projects.

Specialised clothing for people with reduced mobility and alternative music education won Social Entrepreneurship Pitch Competition

The initiative “Is it easy to put on trousers?” from Ogre and alternative music education in a supportive environment “BJMK Rokskola” from Jelgava won the final of the social entrepreneurship pitch competition “Let the good ideas grow 2023” and each received a cash prize of EUR 4000 from Social Entrepreneurship Association of Latvia and Luminor bank for the growth of its business.

The initiative “Is it easy to put on trousers?” developed by Zane Bērziņa was named the winner of the competition by the jury. Zane’s idea is to produce specialised clothing for people with reduced mobility, with the aim of making their everyday life easier and helping them to integrate into society easier. The range includes specially designed and tailored trousers, shirts, t-shirts, jackets, tops – garments that look casual from the outside, but only the wearer knows the hidden features that make it easier to put on and take off.

The winner of the audience vote was “BJMK Rokskola” – a social enterprise from Jelgava offering alternative music education in a supportive environment. It is the only accredited music school in Latvia so far that offers a vocational education programme “Rock music”. One of the school’s main goals is to help young people discover the joy of making music and to keep it even if they choose a future profession in another field. “Rokskola” also offers students quality leisure time content free of charge, and plans to expand its offer with music workshops, interactive excursions and educational material.

10 existing and future social entrepreneurs from different parts of Latvia presented their social entrepreneurship ideas in the final of the competition “Let the good ideas grow 2023”.

This year we received a total of 99 applications. The 25 strongest social entrepreneurship initiatives were shortlisted for the second round. We are pleasantly surprised by how well prepared, diverse and valuable the ideas in this year’s competition are. This shows that the support measures and training programmes implemented for social entrepreneurship start-ups and existing entrepreneurs are really working, we are seeing results and we need to continue providing such support to see the growth of the sector,”

We are very proud and pleased to have helped to promote the development of social entrepreneurship in Latvia for several years by supporting the ideas and projects of courageous and passionate people who care about and shed light on important issues in society. This year we are delighted to see so much interest in the pitch competition “Let the good ideas grow 2023”, which was also evident in the number of applications and the significant audience vote. This year, the main prize of the jury went to a company whose main goal is to support people with functional disabilities by producing suitable and comfortable clothing. The audience votes went to the only accredited music school in Latvia that runs a vocational education programme in rock music and works mainly with young people. This competition is an opportunity for companies, associations and people with initiative to receive support and to lean on their strengths,” says Kerli Vares, Head of Luminor Latvia.

A number of special prizes were awarded – a sympathy prize from ALTUM went to LeatherWorks, a company that produces high-quality lifestyle products using only natural leather offcuts. Charity shop “Otrā Elpa” awarded “Remontbufete”, an initiative by Zane Ruģēna – a repair and building materials exchange point. Luminor bank awarded its sympathy – the clothing brand “PARTAPIS”, which creates new, functional and unique garments from existing, but for various reasons no longer suitable, clothing and other textiles.

The competition “Let the good ideas grow” is organised by the Social Entrepreneurship Association of Latvia in cooperation with Luminor bank for the fourth year with the aim to promote the development of existing social enterprises and new social entrepreneurship ideas, as well as to raise awareness about social entrepreneurship ideas and initiatives. The competition is supported by the Charity shop “Otrā elpa”, news portal Delfi.lv and the Development Finance Institution “Altum”, co-financed by the European Union (project number 9.1.1.3/15/l/001, ESF project “Support for Social Entrepreneurship”).


More than 200 social enterprises created in Latvia in five years

Although the social entrepreneurship sector in Latvia is only five years old, there are already more than 200 active companies that have been granted the status of social enterprise, but in reality there are even more social entrepreneurs. The next programming period for European Union funds will continue to support social entrepreneurship to grow.
"Five years on and there are more than 200 companies that are officially social entrepreneurs. The Ministry of Welfare now has a proposal and a vision to continue the good work in the next period," At the social entrepreneurship conference organised by the Ministry of Welfare "Be Proud. Evaluate. Celebrate!" Minister of Welfare Uldis Augulis said.

Social entrepreneurship conference "Be Proud. Evaluate. Celebrate!" was opened by the European Commission Social and Inclusive Entrepreneurship Head of Unit - Brigitte Fellahi-Brognaux.

According to Imants Lipskis, Director of the Labour Market Policy Department of the Ministry of Welfare, the Social Entrepreneurship Support Project for the period 2024-2029 aims to support social enterprises and the social entrepreneurship environment in general. EUR 12 million are earmarked for this purpose. The support programme will be implemented by the Ministry of Welfare in cooperation with ALTUM.

The support measures will have three parts: advisory and information support, information and education measures, as well as social business support instruments - grants, advice on preparing a business plan and compensation for compulsory social security contributions for the employment of persons with disabilities and mental disorders. Grants are intended for business start-ups and business development. Social business start-ups can apply for grants of up to EUR 40 000, while development grants can cover up to EUR 200 000.
In five years, 270 enterprises have been granted social enterprise status, and 203 social enterprises are currently active. Many companies that create social impact do not register as social enterprises for various reasons. Often they are not even aware that they are social enterprises. One of the objectives for the next period is therefore to invest in education and awareness-raising activities. According to the experts of the Ministry of Welfare, social entrepreneurship has the potential to develop and grow as an important sector that can bring significant benefits both to the individual and to society as a whole.

The majority of social enterprises - 49% - operate in Riga and 22% - in the Baltic Sea Region. 10% of the total number of enterprises operate in Kurzeme, 9% in Zemgale, 6% in Vidzeme and 4% in Latgale. The largest share of social enterprises - 22% - employs members of target (vulnerable) groups. 21% work in education, and 19% in sport, health promotion and medicine. This is followed by building an inclusive civil society, promoting cultural diversity (12%), supporting groups at risk of social exclusion (10%), social services (6%), environmental protection (3%) and others (6%).
In the period 2016-2023, the State has invested almost €17 million in social entrepreneurship. Altum has signed 206 grant agreements worth €12.6 million during this period. The average grant per enterprise has been €62,000.
In October 2017, the Social Enterprise Act was adopted and entered into force on 1 April 2018. The law was designed to promote the quality of life in society and to facilitate the employment of people at risk of social exclusion. It establishes the legal framework, sets out the criteria for obtaining social enterprise status and provides support measures for social enterprises. According to generally accepted international practice, a social enterprise is an enterprise whose main objective is to create social impact rather than profit.

It operates in a market-oriented, entrepreneurial and innovative way, producing goods or services. In Latvia, the law clearly defines a social enterprise as a limited liability company which has been granted the status of a social enterprise and which carries out an economic activity that has a positive and significant social impact.

Conference to review social entrepreneurship's five year progress

This year, the social entrepreneurship sector in Latvia officially marks its fifth anniversary. A lot has been achieved during this time – the legal framework has been established and strengthened, public awareness of the concept and importance of social entrepreneurship has been raised, public investment has contributed to the development and growth of social enterprises. Today, more than 200 enterprises with social enterprise status are active, but the actual number of social entrepreneurs is much higher.

On 12 October, the Ministry of Welfare is inviting you to participate and watch live a conference dedicated to the fifth anniversary of social entrepreneurship, “Be Proud. Evaluate. Celebrate!”

The conference is divided into two thematic parts – the first part is dedicated to the growth of the sector and the impact of social enterprises. Representatives of the Ministry of Welfare and the Development Finance Institution “Altum” will report on the achievements and investments of the five-year period. The entrepreneurs themselves – “Nature Horses”, “Centrs ZIN”, the educational institution and innovative learning method “Barboleta”, the creative bread laboratory “RaMaLa”, the support house “Brīvupes”, “Zvaigznāja komanda”, “4 vēji” and “Intelekta attīstības centrs” will talk about the contribution of social enterprises solving problems that are relevant to society. 

The second part of the event will be dedicated to the five year review of Social Entrepreneurship, discussing the aspects of the sector that need to be improved, changed or strengthened, as well as future goals, perspectives and support needs will be explored. The representatives of social entrepreneurship NGOs, experts from the Ministry of Welfare and ALTUM will share lessons learned and recommendations on these topics. Other stakeholders that cooperate and support the development of the field such as Jelgava City Municipality and Rimi Latvia will share their views on the collaboration with social enterprises.

The conference will be held in Latvian is one of the Social Entrepreneurship Week events taking place from 9 to 13 October. During the week, everyone is invited to participate in the open days at social enterprises, but on 11 October, an online quiz for young people “Decode the social entrepreneur!” will be launched.

Roadmap for Establishment of Collaboration

Today’s social challenges make us rethink the way we commonly address a problem or a need. Solutions should be sustainable, realistic and, more than ever, a joint effort and a collaboration. This is where this roadmap in specific concentrates its efforts – in simplifying and encouraging partnerships in order to make better use of resources, experience and human resources to achieve a more resilient society through their local communities.

‘’Roadmap for Establishment of Collaboration/Partnership between Municipalities and Youth Organizations/Social Enterprises’’ aims to offer supporting documents and instruments to be used in the daily work and to contribute to successful cooperation. It is an action plan in form of a checklist that any organization, municipality or any other stakeholder interested in the topic can use to easily adapt and implement to their situation and support the establishment of partnerships.  

The roadmap comprises the Guidebook that acts as an instruction manual to its use, and 2 templates in the form of checklists. These shall promote and ease the implementation of partnerships from/with Municipalities as well as from Youth Organizations/Enterprises in order to create a more coherent and regular process of collaboration on the local level.

The checklists for establishment of collaboration/partnerships are divided in 3 main steps that essentially highlight: 

  • Step 1: the preparation and analysis process
  • Step 2: the actual establishment of contact with the other party
  • Step 3: the implementation of the agreed partnership and its follow-up

Every step of the checklist includes checkpoints that guide the process. We recommend, for every checkpoint, the user to be as detailed as possible in order to come up with the most accurate partnership proposal.


The above mentioned outputs were created in the context of the project “Enhancing youth capacity in municipalities and encouraging mutual cooperation using social entrepreneurship as a tool, LOCAL-Y-MPACT” The objective of the project “LOCAL-Y-MPACT” is to strengthen the cooperation between community based youth organisations and social enterprises and local municipalities, and promoting social entrepreneurship as an effective tool for reducing economic inequality, promoting social inclusion and integration, creating resilient society and fostering active participation within local communities.

Policy Recommendations for Enhancing Cooperation

The communities of tomorrow are those based on the cooperation among local stakeholders and the people forming them. For communities to thrive, they need to ensure that their people thrive as well and that social welfare is high on their agendas and priorities. Young people are an intrinsic part in this process and through them communities set the foundations for their future and their prosperity. To strengthen this cooperation,  Social Entrepreneurship Association of Latvia, in cooperation with international partners from four European countries, developed policy recommendations that will help to improve the current situation and achieve mutually successful, sustainable cooperation between municipalities and youth community organisations and social enterprises.

This report summarizes experiences gained and lessons learnt in working with target groups in five countries – Latvia, Lithuania, Sweden, Portugal and Cyprus. The results show that a number of mechanisms are in place in local communities to ensure successful cooperation and good relations between local authorities, young people, community organisations and social enterprises.

The policy recommendations developed provide guidance that can be used to strengthen and sustain cooperation despite the challenges faced by each local community:

  • An appointed person or group of people within the municipality can oversee all communication with youth organisations and social enterprises and help them prepare necessary information, documentation and other legal obligations in tendering procedures. That person or group of people can also be responsible for clarifying and explaining legal terms and clauses within tendering documents to ensure that all interested parties can fully comprehend the tendering procedures.
  • Granting and funding procedures involving youth organisations and social enterprises could be simplified to avoid unnecessary bureaucracy. This might entail less paperwork to be filled, fewer guarantees to be provided, and minimization of information required.
  • The participation of youth organisations and social enterprises in local decision bodies and high-level discussions, as well as non formal groups for exchange of ideas and opinions, can be safeguarded and sought after, when the issues under discussion concern the youth or the community’s social welfare. Local authorities can provide a series of incentives to youth organisations and social enterprises for ensuring their participation with one of them being providing them with evidence that their voices are heard and their ideas are taken into consideration.
  • Policies can be created to set a number of official Key Performance Indicators to be employed by local authorities in order to account for the impact of projects undertaken by youth organisations and social enterprises. This will lead to the building up of trust to successful projects, services provided by youth organisations and social enterprises and pave the way for future cooperation. These indicators can be the number of young people involved, the overall impact of the project or service, the degree of satisfaction among end users, the number of young people benefiting from the project/service etc. These indicators will also serve for safeguarding the impartiality of the tendering procedures.
  • Municipalities can have an allocated budget for capacity building and informal learning workshops for both municipality employees and young people for exchange of knowledge, good practices, and ideas. Other informal learning events and workshops like hackathons, forums etc can be organised with that budget to ensure that numerous young people and potential entrepreneurs can benefit from them.
  • Municipalities can dedicate an amount of money in their budget for supporting social enterprises or young people in their effort to start their own entrepreneurial ventures. Municipalities can create a competition where the most innovative ideas will be funded based on the available budget.
  • Frequent meetings can be planned between municipalities, youth organizations and/or social enterprises for exchanging ideas, and share their visions for the future, their needs and current problems. This channel of communication could be maintained and scheduled on a regular basis. In this way municipalities will be able to witness the work done by the organizations and have a prove of the quality of their work and understand their real problems and needs.

The report also highlights a number of good practice examples where young people, community organisations and social enterprises are working with local authorities to deliver great initiatives and positive results. These examples for each of the partner countries, as well as a summary of examples, is available in the report.
